In this article the author discusses problems arising from conservation proposals with regard to plans for land development in Polish provinces. The first part of the article g ives a short account of a growing interest of conservators in these problems. Further on in the text the author lists the works undertaken after the introduction in 1975 of a new administrative division of th e country and the works done after 1977 when first plans for land development of provinces were reviewed. These measures were aimed at working out rules of procedure concerning the principles of including problems of the protection and use of cultural values in the plans. In the next part of the article the author presents a conservation study based on the example of Toruń province in order to test in practice a scope of proposals made and possibilities to have them introduced into the 2nd g e n e ra tion of plans for land development in provinces. The author discusses the employed technique of work, gives a brief description of the analyses made and points out the mistakes which should be avoided in the work on conservation guide-lines for Wrocław province. When emphasizing the importance of ’’Guide-lines for the Report on Problems of the Protection of Cultural Values in Plans for Land Development” drawn in the fall of 1981 by the Experts of the Inter-Branch Commission for the Rehabilitation of Towns and Old-Town Complexes, the author has stressed the need not to mishandle the content of this document in the preparation of ex ecutory instructions for the new 1984 Law on land development.
