Koncepcja klastrów i inicjatyw klastrowych, spopularyzowana na całym niemal świecie dzięki M.E. Porterowi, jest w Polsce nadal dość nowym zagadnieniem. Nie wdrożyliśmy bowiem dotąd, na co zresztą zwróciła nam uwagę Komisja Europejska i OECD, polityki rozwoju opartej na klastry, prowadzącej w ich opinii do zwiększania konkurencyjności regionów, tak ważnej w globalnej gospodarce. Artykuł stanowi próbę zaprezentowania potencjału klastrów i opartej na nich polityki jako narzędzia zarządzania rozwojem regionalnym i lokalnym. Opisywany przykład prowadzonej aktualnie w Polsce inicjatywy klastrowej "Wsparcie dla rozwoju Wielkopolskiego Klastra Meblarskiego" (współfinansowanej ze środków Unii Europejskiej) stanowi ilustrację dla przedstawianych ram teoretycznych polityki wspierania klastrów na poziomie regionalnym i lokalnym. Celem artykułu jest również znalezienie odpowiedzi na pytanie, na ile przydatny w Polsce może okazać się zestaw narzędzi promowania rozwoju klastrów, sprawdzony już w Wielkiej Brytanii, przodującej pod tym względem w Europie.

The concepts of cluster and cluster initiatives, made popular almost all over the world by M. E. Porter, are still relatively new issues in Poland. We have not launched explicit cluster policies so far, what attracted attention of the European Commission and the OECD. In the opinion of these two organizations, clusters are a key component of regional competitiveness, so important in global economy. The aim of the paper is to try to present the potential of clusters and cluster-based policy as a tool for regional and local development management. The presented example of the cluster initiative, 'Support for the development of the Wielkopolska Furniture Cluster', carried out at the moment (and co-financed by the European Union funds) is an illustration of the cluster theory at the regional and local level. The paper also reflects on how useful it could be to introduce in Poland the set of tools for cluster development management, transferred as a model of good practices from the United Kingdom, the European leader in this field.
