W wyniku niepowodzenia wielostronnych negocjacji handlowych rundy rozwoju z Doha, grupa państw rozwiniętych zainicjowała w 2013 r. rozmowy z zamiarem osiągnięcia porozumienia liberalizującego handel usługami, nazwanego TiSA. Negocjacje początkowo były prowadzone poza strukturami WTO, ale projekt porozumienia bazował na tekście GATS z rundy urugwajskiej. Zakładano, że TiSA zostanie włączona do WTO jako porozumienie plurilateralne. Do grudnia 2016 r. odbyło się 21 rund rozmów z udziałem 22 państw i UE. Oczekiwano zakończenia negocjacji do końca 2016 r. Jednakże wiele spraw pozostało nieuzgodnionych. Głównymi punktami spornymi był transport morski i usługi finansowe na poziomie stanowym po stronie Stanów Zjednoczonych oraz ochrona danych osobowych w e-handlu i zobowiązanie do objęcia liberalizacją przyszłych rodzajów usług po stronie UE. Mimo że potencjalny wpływ makroekonomiczny TiSA na dochód narodowy, zatrudnienie i środowisko naturalne oszacowano jako marginalny, negocjacje wywołały falę krytyki ze strony różnych instytucji, głównie organizacji pracowniczych. Celem artykułu jest dokonanie przeglądu potencjalnych skutków TiSA i ocena szans jego wdrożenia.

As a result of the failure of multilateral trade negotiations of the Doha round, a group of developed countries launched in March 2013 services negotiations with the aim to reach an ambitious agreement on liberalizing trade in services, named Trade in Services Agreement (TiSA). The draft agreement was based closely on GATS. It was assumed that once TiSA is agreed it should be incorporated as a plurilateral agreement into the set of WTO texts. By December 2016 there had been 21 rounds of talks in which participated 22 countries and the EU. The deadline was set for the end of 2016. However, many matters have remained unresolved. The main sticking points are the maritime transport and financial services on sub-federal level on the US side and the privacy protection for e-commerce and commitment to include within TiSA future new services on the EU side. Although macroeconomic effects of TiSA are estimated as very marginal in terms of national income, employment and environmental issues, the negotiations raised severe criticism from different institutions, mainly workers organisations. The aim of the article is to overview potential effects of TiSA and assess its prospects of success.
