Text deals with the ideas of cultural policy based on the report prepared by prof. Hausner “Kurs na Innowacje” and his work-in-progress on culture and development. It is an analysis that also shows the real possible ways of application of the thesis in the practice of public cultural policy. Especially, there is underlined the approach that supports local activity centres instead of locating huge amount of money in several big investments in the biggest cities. It is shown that the report is the crucial voice that radically changes the debate on cultural policy in Poland, being an alternative to the popular in recent years approach of culture as a marketing tool.
