Agencja Bezpieczeństwa Wewnętrznego (ABW) odgrywa wiodącą rolę wśród instytucji państwa stojących na straży bezpieczeństwa wewnętrznego. Powołana na mocy ustawy o ABW i AW z dnia 24 maja 2002 r. zastąpiła funkcjonujący od 1999 r. Urząd Ochrony Państwa. Powyższa transformacja polskich służb specjalnych doprowadziła do rozdziału organizacyjnego i kompetencyjnego, czego efektem było powstanie odrębnych struktur wywiadowczych (AW) i kontrwywiadowczych (ABW) jako centralnych organów administracji rządowej.

The transformation of Polish secret services in the year 2002, led to the organizational and competence-based division of the Office for State Protection (Urząd Ochrony Państwa) operating since 1999, which resulted in the creation of separate intelligence and counterintelligence structures as central bodies of government administration. The Internal Security Agency is a typical counterintelligence service, which simultaneously performs several functions on the basis of the tasks imposed by the legislator: analytical and informational ones on the basis of information, which may be of significant importance for the state’s internal security and its constitutional order; intelligence gathering activities used for gathering evidence for crimes or performing procedural acts ordered by the prosecutor’s office or the court; operational and reconnaissance activities i.e. the application of, amongst other things, special technique measures for gaining information and evidence of a crime in a secret manner and, finally, supervisory and protective activities in the area of prevention of disclosure of non-public information and supervision of the operation of their protective systems. In recent years, the nature of contemporary threats has been changing in a significant manner, which causes the boundaries between internal and external risk to blur. Elements of those threats interpenetrate or ones result from the other. Therefore, contemporary times require evolution of these services aimed at extending the scope of their competences and the area of their interest.
