W odróżnieniu od końca XX wieku, kiedy miała miejsce ekspansja standardów demokratycznych, świat współczesny staje się raczej światem silnej władzy autorytarnej. Dlatego interesująca badawczo wydaje się ocena zmian w dyfuzji standardów demokratycznych w Europie Środkowej, a więc w regionie w którym systemy demokratyczne nie mają ani długiej historii, ani utrwalonej pozycji. Dyfuzję tę można przedstawić z punktu widzenia kilku czynników, które determinują i charakteryzują jej przebieg, zwłaszcza położenia geograficznego i sytuacji geopolitycznej kraju – celu dyfuzji. Wśród czynników wpływających na tempo i wielkość dyfuzji wyróżniamy czynniki endogeniczne i egzogeniczne. Do pierwszych należą polityka wewnętrzna państwa – celu dyfuzji, w tym stopień otwartości granic, zakres wolności mass mediów, w tym represyjność systemu władzy w stosunku do mediów, polityka prowadzona w stosunku do mniejszości narodowych, stopień samorządności lokalnej oraz geograficzne, transportowe i ekonomiczne warunki dla współpracy transgranicznej. Do czynników egzogenicznych należą polityka zagraniczna kraju będącego celem dyfuzji, polityka zagraniczna państw sąsiednich, funkcjonowanie ugrupowań ekonomicznych, politycznych i militarnych w regionie, stopień otwartości politycznej państwa celu dyfuzji. Celem niniejszej pracy jest próba określenia stopnia przenikalności granic państw Europy Środkowej na początku XXI wieku, klasyfikacja tych granic oraz wskazanie wpływu położenia geopolitycznego na proces dyfuzji standardów demokratycznych.

In contrast to the end of the twentieth century, when the expansion of democratic standards took place, the modern world is becoming a world of strong authoritarian power. Therefore, it seems interesting to examine the changes in the diffusion of democratic standards in Central Europe, that is in a region in which democratic systems have neither a long history nor a consolidated position. This diffusion can be presented from the point of view of several factors that determine and characterize its course, especially the geographic location and geopolitical situation of the country being the target of diffusion. Among the factors affecting the rate and size of diffusion, we distinguish endogenous and exogenous factors. The first includes the internal policy of the state being the target of diffusion, including the degree of openness of borders, the scope of mass media freedom, including the repressive power system in relation to the media, policy towards national minorities, the degree of local self-government and geographical, transport and economic conditions for cross-border cooperation. Exogenous factors include the foreign policy of the country being the target of diffusion, the foreign policy of neighboring countries, the functioning of economic, political and military groups in the region, the degree of political openness of the state to diffuse. The aim of this work is to determine the degree of permeability of the Central European states' borders at the beginning of the 21st century, to classify these borders and to indicate the impact of the geopolitical location on the process of diffusion of democratic standards
