7 maja 2010 Komisja Europejska zainicjowała konsultacje społeczne nad dokumentem „W kierunku nowej strategii energetycznej dla Europy 2011-2020”. 10 listopada 2010 r. KE przedstawiła nową strategię dotyczącą konkurencyjnej, zrównoważonej i bezpiecznej energii. Zaprezentowano priorytety w zakresie energii na najbliższe 10 lat i przedstawiono działania, które należy podjąć w celu osiągnięcia oszczędności energii, utworzenia rynku o konkurencyjnych cenach i „pewnych” dostawach, wzmocnienia przywództwa technologicznego i skutecznych negocjacji z partnerami międzynarodowymi. W związku z powyższym w niniejszym artykule postanowiłem odnieść się do prezentowanych propozycji KE. W opracowaniu zarysowujemy wstępne zapisy projektu SRK do 2020 r., jak również omówiłem elementy strategii Europa 2020, które obejmują „inicjatywę flagową” na rzecz promowania „efektywnej surowcowo Europy”. W opracowaniu zaprezentowałem proces konsultacji społecznych, mający na celu przygotowanie ostatecznej wersji Strategii Energia 2020. W artykule szczegółowo omówiłem pięć priorytetów strategii, którymi zostały innowacje technologiczne, nowoczesny, zintegrowany system energetyczny, dążenie do systemu energii niskowęglowej, silna i skoordynowana zewnętrzna polityka energetyczna, ochrona obywateli UE. W trakcie omawiania poszczególnych zagadnień staram się odnieść do poszczególnych postulatów. Według mojej oceny strategia jest potrzebna UE, powstaje jednak pytanie o możliwości jej sfinansowania szczególnie w krajach uboższych Unii.

On May 7th,,2010, the European Commission launched a public consultation of the document "Towards a new energy strategy for Europe 2011-2020". On November 10th, 2010 the European Commission adapted a document “Energy 2020 - strategy for a competitive, sustainable and secure energy”. The strategy presented priorities in the field of energy for the next 10 years, and outlined actions to be taken in order to achieve energy savings, create a market characterized by competitive prices and "secure" supplies of energy, strengthening of technological leadership and effective negotiation with international partners. In this paper, author take into account these European Union documents and comment on both the provisions of the preliminary draft of the Polish National Development Strategy 2011-2020 and on selected aspects of the Europe 2020 strategy, including the "flagship initiative" aimed at promoting “resource efficient Europe”. The paper presents also the results of a consultation process which led to the elaboration of the final version of the “Energy 2020”. The paper discusses in detail five priorities of this strategy, which encompass: technological innovation, modern, integrated energy system, the quest for low-carbon energy system, a strong and coordinated external energy policy and protection of energy needs of EU citizens. While discussing these issues, author attempt to present their opinions on the individual postulates. In author assessment such a strategy constitutes a welcome step for the EU; however, the questions related to the possibilities of financing the strategy, particularly by the poorer EU countries.
