This article analyses the activity of the Ukrainian diaspora in the Republic of Bulgaria in 1991–2018, following the restoration of independence of the Ukrainian statehood as a result of the collapse of the USSR and the development of diplomatic relations between the two countries after their establishment in 13 December 1991. The article focuses on the transformation of the self-consciousness of Ukrainians in Bulgaria who have undergone a difficult path towards creating of their perception as representatives of the independent Ukrainian state despite the dominating traditional russophilic sentiments among the citizens of Bulgaria who tend to equate the “fraternal peoples” of the former USSR. The author also focuses on the consolidation of Ukrainians of the “fourth” and “fifth” waves of emigration in Bulgaria and the resuming of the popularization of the Ukrainian cause – a process started by the Embassy of the Ukrainian People’s Republic but interrupted by the Soviet regime. The key focus of the study is the Ukrainians activities in Bulgaria as an instrument of public and people’s diplomacy aimed to improve the image of Ukraine, present the Ukrainian history and culture as well as protect the state sovereignty and territorial integrity of Ukraine amid Russia’s armed aggression. Despite being not numerous, Ukrainian organizations in Bulgaria are becoming a more and more influential factor of the development of relations between Ukraine and Bulgaria – their activities go beyond the purely bilateral relations between Ukraine and Bulgaria and become a point of attention in the U.S. and Russia. A necessary precondition for increasing efficiency of cooperation between the diplomatic mission of Ukraine and Ukrainian organizations in Bulgaria is financial support to public diplomacy of the Ministry of Foreign Affairs of Ukraine and the projects aiming to preserve the national identity of the Ukrainians abroad. In the context of development of relations between Ukraine and Bulgaria in the cultural and humanitarian areas, a practical step is the scheduled opening of the Ukrainian Cultural and Information Centre in Sofia that also additionally consolidates the Ukrainian community in Bulgaria.
