W wielu państwach europejskich władze samorządu terytorialnego, w tym przede wszystkim władze miast, poszukują nowych rozwiązań pozwalających na usprawnienie procesu rządzenia. Celem artykułu jest przedstawienie działania innowacyjnego modelu zarządzania, opartego o idee nowego współzarządzania publicznego (New Public Governance). Model ten od 2007 r. funkcjonuje w położonym w południowej Finlandii mieście Tampere. Oparty jest na trzech zasadniczych filarach – silnym przywództwie, efektywnym i odpowiedzialnym świadczeniu usług oraz włączeniu mieszkańców w proces decyzyjny. Artykuł przedstawia każdy z powyższych elementów, pokazując jednocześnie praktyczne zalety i wady modelu. Analiza prowadzona jest w oparciu o oficjalne dokumenty oraz wywiady, przeprowadzone z ekspertami zajmującymi się samorządem fińskim i z czołowymi politykami miejskimi. W konkluzji artykułu wskazano, iż mimo że model Tampere niewątpliwie uznać należy za innowacyjny, przyjęte w mieście rozwiązania generują również pewne trudności. Są to między innymi napięcia występujące między politykami a administracją miejską, jak również te związane z koordynacją systemu usług miejskich oraz stosunkiem polityków i administracji do kwestii partycypacji.
