W artykule dokonano przeglądu kierunków dotychczasowych badań koncepcji luzu organizacyjnego (organisational slack). Zaproponowano założenia do prowadzenia badań w ujęciu dynamicznym, przyjmując za podstawę zasoby materialne, cykle miesięczne oraz cztery poziomy przedziałów oceny funkcjonowania (strata, marnotrawstwo, bufor oraz optimum). Przedmiotem badań jest port morski, którego specyfika polega na dwoistości funkcji zarządzania, jako samoistnego podmiotu gospodarczego oraz bazy i składnika klastra zintegrowanego funkcjonalnie i przestrzennie. Propozycję zweryfikowano na przykładzie mierników reprezentantów portu morskiego – klastra średniej wielkości. Zaprezentowane badania stanowią dalszy krok do tworzenia modeli dynamicznych sprawności zarządzania, opartych na podejściu zasobowym (Resourced Based-View). Artykuł ma charakter metodologiczny z weryfikacją propozycji dokonaną metodą studium przypadku.

This article reviews the directions of academic studies completed to date on the concept of organisational slack. Assumptions were proposed to carry out studies in a dynamic approach, based on material resources, monthly cycles, and four levels of intervals of the functioning assessment (loss, waste, buffer, and optimum). The object of the study is a seaport; its specific nature consists in duality of the management function: as a self-contained business entity as well as a base and a constituent of a cluster that is integrated both functionally and spatially. The proposal was verified using the example of metrics representative for a seaport – a medium-sized cluster. The presented studies are a further step to create dynamic models of management efficiency applying the resource-based view. This is a methodical article where the proposals are verified by means of the case study method.

В статье провели обзор направлений прежних исследований концепции организационного застоя (англ. organisational slack). Предложили предпосылки для проведения изучения в динамическом выражении, принимая за основу материальные ресурсы, месячные циклы и четыре уровня интервалов оценки функционирования (потеря, расточистельство, буфер и оптимум). Предмет исследований – морской порт, специфика которого заключается в двойственно- сти функции управления: как отдельный экономический субъект, а также как база и член кластера, интегрированного функционально и пространственно. Предложение проверили на примере измерителей-представителей морского порта – кластера средней величины. Представленные исследования – очередной шаг к созданию динамических моделей четкости управления, основанных на ресурсном подходе. Статья имеет методологический характер с верифи- кацией предложений, проведенной по методу анализа конкретной ситуации.
