Ubóstwo jest wielowymiarowym zjawiskiem społecznym, występującym w każdej gospodarce na całym świecie, a jego eliminacja stała się pierwszym z Celów Zrównoważonego Rozwoju. W związku z dużą wagą tego problemu przeciwdziałanie ubóstwu jest bardzo ważnym zagadnieniem polityki społecznej na wszystkich szczeblach – międzynarodowym, krajowym i regionalnym. Polityka ta oparta powinna być na właściwej identyfikacji i pomiarze poziomu ubóstwa na obszarach jej oddziaływania. Celem artykułu jest analiza poziomu ubóstwa i jego zmian w krajach UE w latach 2005-2016. Przeprowadzono ją na podstawie 10 wskaźników (dostępnych w bazie danych Eurostatu) określających postępy w realizacji pierwszego SDG. Wskaźniki te wykorzystano do budowy wielowymiarowej wektorowej miary ubóstwa dla każdego z krajów UE w analizowanym okresie. Uzyskane wyniki wskazują na znaczne różnokierunkowe zmiany poziomu ubóstwa w badanym okresie w krajach UE.

Poverty is a multidimensional social phenomenon occurring in every economy around the world, and its elimination became the first of the Sustainable Development Goals. Due to the great importance of this problem, preventing poverty is a very important issue of social policy at all levels: international, national and regional. This policy should be based on a proper identification and measurement of the level of poverty in the areas of its impact. The aim of the article is to analyze the level of poverty and its changes in the EU countries in 2005-2016. It was carried out on the basis of 10 indicators (available in the Eurostat database) specifying the progress in the implementation of the first SDG. These indicators were used to build a multidimensional measure of poverty for each of the EU countries. The obtained results point to significant multi-directional changes in the level of poverty in the analyzed period in the EU countries.
