W artykule przedstawiono system rehabilitacji zawodowej oraz wspierania zatrudnienia w Chinach. System ten charakteryzuje się dużym zróżnicowaniem zastosowanych instrumentów. Pomimo regulacji przez władze centralne większość elementów systemu prowadzonych jest przez samorząd terytorialny poszczególnych prowincji. System ten ma też dwa oblicza. Z jednej strony jawi się jako ukształtowany i nowoczesny, z drugiej jako niezidentyfikowana hybryda, która posiada wiele luk. Pomimo wielu prawidłowych regulacji dochodzi w nim do nadużyć oraz wykorzystywania niepełnosprawnych do niewolniczej pracy. Oceniając system, należy stwierdzić, iż w zakresie rozwiązań nie odbiega od standardów europejskich. Zatrudnianie osób z niepełnosprawnościami i wspieranie ich zatrudniania opiera się na zasadzie sytemu kwotowego. Jednakże zapisy prawa nie są egzekwowane, a prawa osób z niepełnoprawnościami są łamane. Dochodzi też do drastycznych patologii. To sprawia, że Chiny poddawane są fali krytyki ze strony organizacji międzynarodowych.

This paper presents a system of vocational rehabilitation and support employs in China. This system is characterized by a great diversity of instruments used. Despite regulations by the central government, most elements of the system are regulated by the provincial government. This system also has two faces. On the one hand it appears as a modern system with its elements, and on the other as an unidentified hybrid that has many gaps. Despite many correct regulations, the system is abusive and disabled are used for slave labor. In evaluating the system it should be stated that in terms of system solutions it matches the European standards. Employment of people with disabilities and support for their employment is based on the principle of quota system. However, the provisions of the law are not enforced and the rights of persons with disabilities are violated. There are also drastic pathologies present. This makes China subject to criticism from international organizations.
