Local law established, among others, by resolution-making bodies of units of local or regional government, was raised by the legislator of the Constitution of the Republic of Poland of 2 April 1997 to the level of the source of generally applicable law. Therefore, all levels of the Polish local and regional government are not only the recipients of law created by the parliament, but are also actively involved in its creation. It must be clearly stated that implementation of a large part of the tasks of the local or regional government would be impossible without the use of its law-making function. The power of bodies of local or regional government units, especially authorities in the area of creation of local law, are very significant. However, despite the huge role of local law in the life of not only the local community, but also the entire country, it is noticeable that the Polish legislator does not have any guiding thoughts that could lead to the codification of the issues related to the creation of acts of local law. This is why the adoption of uniform rules of law-making activity of local and regio¬nal government bodies in a single act seems both necessary and advisable.
