Abstracts

The paper presents the Civil Security System of the Swiss Confederation. Switzerland, despite over 200 years of international neutrality, has a unique civil security system in Europe, which protects the public from threats both in peacetime and in war. The author also analyses potential threats to state security in the context of the civil security system.
