Autor artykułu pochyla się nad reformą administracyjną stolicy, która miała miejsce w 2002 roku za sprawą ustawy o ustroju m. st. Warszawy oraz ustawy o bezpośrednim wyborze wójta, burmistrza i prezydenta miasta. Opisuje w nim wyzwania jakie niosły za sobą te akty prawne dla nowego włodarza stolicy wraz ze szczegółowym katalogiem ich rozwiązań. Ponadto Autor posiłkuje się niepublikowanymi dotychczas materiałami z Biura Polityki Społecznej m. st. Warszawy, które obrazują sytuację struktury pomocy społecznej w tym czasie wraz z prawnym umocowaniem prezydenta miasta w nowym ustroju stolicy.

The author of the article is leaning over the administrative reform of the capital, which took place in 2002 due to the Act on the Constitution of the Capital City of Warsaw and the Act on the Direct Selection of the Head of the Mayor, Mayor and President of the City. It describes the challenges posed by these legal acts for the new capital's governor along with a detailed catalog of their solutions. In addition, the author uses the previously unpublished materials from the Social Policy Bureau of the Capital City of Warsaw, which illustrate the situation of the social welfare structure at this time along with the legal authorization of the city president in the new system of the capita
