Celem artykułu jest identyfikacja determinant jakości w kontekście skuteczności wdrażania systemów zarządzania opartych na jakości. Artykuł bazuje przede wszystkim na wynikach badań empirycznych zrealizowanych w latach 2012-2013 w 220 organizacjach sektora publicznego w Polsce i poza jej granicami. W badaniach tych wzięło udział 1716 pracowników oraz pełnomocników. Objęto nimi organizacje sektora publicznego, do których należały m.in. ministerstwa i urzędy centralne, urzędy wojewódzkie, urzędy marszałkowskie, starostwa powiatowe, urzędy miast i gmin, urzędy i izby skarbowe, izby celne. Podstawą gromadzenia informacji w ramach prowadzonych badań był kwestionariusz ankiety. Badane organizacje podzielono na dwie grupy: skuteczne i nieskuteczne. Kluczem dokonanego podziału był miernik skuteczności skonstruowany na podstawie zgodności planowanych i uzyskanych korzyści wdrożenia systemu zarządzania jakością. Problem badawczy podjęty w opracowaniu można ująć w postaci pytania: Jakie czynniki wpływają na skuteczność wdrażania systemów zarządzania opartych na jakości w organizacjach sektora publicznego? Przedmiotem rozważań nie był konkretny system zarządzania jakością, ale czynniki uznane na podstawie literatury przedmiotu za kluczowe z punktu widzenia różnych systemów zarządzania jakością. W wyniku przeprowadzonych analiz uszeregowano zidentyfikowane czynniki pod względem siły ich związku ze skutecznością wdrażania systemu zarządzania jakością. A następnie wybrano elementy wykorzystywane do opisu determinant i jednocześnie najsilniej powiązane ze skutecznością implementacji systemu zarządzania jakością.

This article aims to identify the determinants of quality in the context of the effectiveness of the implementation of management systems based on quality. The article is based primarily on the results of empirical studies carried out in 2012-2013 in 220 public sector organizations in Poland and beyond its borders, which were attended by 1.716 workers and representatives. The study covered public sector organizations, which included, among others, ministries and central offices, regional offices, marshals' offices, district offices, offices of cities and municipalities, offices and tax chambers and chambers of customs. The basis of the collection of information within the research was a questionnaire survey. Examined organizations were divided into two groups: effective and ineffective. The key of this distribution was the meter of effectiveness, based on the compliance of planned and achieved benefits of quality management system implementation. The research problem taken in this paper can be expressed in one question: Which factors affect the efficiency of implementation of management systems based on the quality in public sector organizations? The matter of concern was not the particular quality management system, but the factors considered, on a base of the literature, to be crucial from the point of view of different quality management systems. As the result of analysis, the indentified factors were ordered in terms of their relation with the effectiveness of quality management system implementation. There were also chosen the elements used to describe determinants and at the same time, the most strongly connected to the quality management system implementation.
