Celem artykułu jest analiza pozycji Wysokiego Przedstawiciela ONZ w ramach struk-tur państwowych Bośni i Hercegowiny pod kątem wydawanych decyzji. Instytucja ta jest na tyle oryginalna i niepowszechna, że jej charakter i funkcjonowanie był i jest przed-miotem wielu dyskusji. Artykuł analizuje aktywność Wysokiego Przedstawiciela od mo-mentu ustanowienia i na tej podstawie wyciąga wnioski co do teraźniejszości i przyszłości tej instytucji. Ponadto zaznacza główne tendencje w zakresie oceny działalności Wyso-kiego Przedstawiciela oraz kierunki modyfikacji tej instytucji, które eliminują zarzuty o braku demokratyczności czy konstytucyjności tego organu. Nie tylko wypełnia niszę w omawianej tematyce, aktualizuje też dotychczas przeprowadzone badania z zakresu aktywności Wysokiego Przedstawiciela.

The aim of this article is to analyze the position of the UN High Representative within the state structures of Bosnia and Herzegovina in terms of quantity. This institution is so unique that its character and functioning have been the subject of many discussions. The article analyzes activities of the High Representative since establishment and on this basis conclusions were drawn regarding the present and future of this institution. Main trends in the evaluation of the High Representative’s activities altogether were also men-tioned with proposed ways of modification of this institution in directions that elimi-nate allegations about the lack of democracy or constitutionality of this body. This arti-cle not only fills the niche in the subject matter, but updates the research conducted so far regarding to the field of the High Representative’s activity.
