Inwestycje infrastrukturalne stanowią jedną z głównych przesłanek rozwoju lokalnego. Dlatego ważną kwestią jest możliwość analizy związków przyczynowo-skutkowych jakie występują przy planowaniu i ocenie inwestycji infrastrukturalnych. Temu też celowi służy model przyczynowo-skutkowy bazujący na założeniach modelu zrównoważonego rozwoju w którym definiujemy pięć obszarów wskaźników tj. presji, sprawcze, stanu, wpływu i reakcji. Analiza związków przyczynowo-skutkowych umożliwi efektywniejsze planowanie jak i ocenę inwestycji infrastrukturalnych biorąc pod uwagę oprócz aspektu finansowego również aspekt środowiskowy oraz społeczny na każdym etapie procesu inwestycyjnego.

Investments in infrastructure are one of the main reasons for local development. Important issue is the ability to analyze cause and effect relationships that exist in the planning and evaluation of infrastructure investments. This also serves the purpose of a cause-effect model based on a model of sustainable development., in which we define the five areas, indicators: pressure causal, state impact and response. Analysis of cause-effect relationships enable effective planning and evaluation of infrastructure investments, taking into account the different aspects
