The article is dedicated to research on the history of creation and attempts to put into practice the largest projects of Victor Glushkov — Nationwide automated control system of the Soviet economy. The project involved the conversion of all countries to the electronic document management, paperless form, and provided implementation as well as an opportunity for effective and integrated management of the country’s economy structures at various levels both in on-line, and in different time modes. The project could rely on the actual optimization of technical, economic and organizational processes, management reorganization, the creation of the Information Technology industry. The author discloses reasons for non-acceptance of V. Glushkov’s project by the former leadership of the USSR. There is a conclusion about a lost opportunity for the Soviet economy to embark on the development of information society in the economic sphere.
