Artykuł prezentuje ewolucję zagadnienia adresowania polityki rynku pracy, koncentrując uwagę na solidarnościowej i proefektywnościowej koncepcji alokowania bezrobotnych do programów zatrudnienia. Wskazuje argumenty za i przeciw ich stosowaniu. Artykuł zawiera również opis nowoczesnego narzędzia do adresowania polityki rynku pracy, bazującego na modelowaniu ekonometrycznym, które pozwala wybrać dla konkretnego bezrobotnego optymalną pod względem skuteczności formę wsparcia.

Well targeted active labour market policies create better prospects for achieving higher net employment outcomes. The paper analyses two alternative approaches to targeting labour market programs and identifies their strengths and possible limitations. The first approach refers rather to equity and solidarity arguments while the second to efficiency matters. The article provides also an example of a good practise in the area of targeting labour market policy by describing a statistical support system which can predict the labour market outcome for each program and then suggest an optimal labour market program for each unemployed.
