Przedmiotem artykułu jest referendum Republiki Uzbekistan będące ogólnonarodowym głosowaniem obywateli nad najważniejszymi sprawami życia społecznego i państwowego w celu przyjęcia ustaw Republiki Uzbekistan i innych decyzji. Decyzje przyjęte w referendum mają wyższą moc prawną i mogą być zmienione lub uzupełnione jedynie w drodze referendum. Referendum na równi z wyborami jest sposobem bezpośredniego wyrażenia woli narodu. Referendum odbywa się na całym obszarze Uzbekistanu. Prawną podstawę instytucji referendum tworzy przede wszystkim Konstytucja Republiki Uzbekistan i ustawa „O referendum Republiki Uzbekistan”. Prawo uczestniczenia w referendum stanowi jeden ze sposobów bezpośredniego uczestniczenia obywateli Uzbekistanu w sprawowaniu władzy.

Subject of the article is a referendum of the Republic of Uzbekistan which is a nationwide vote of citizens over the most important issues of society and the state to adopt laws of the Republic of Uzbekistan and other decisions. Decisions adopted in a referendum, have a higher legal force and may be amended or supplemented only by referendum. Referendum on par with the elections is a way to direct expression of the will of the people. The referendum takes place throughout the Uzbekistan.The legal basis for the institution of the referendum produces primarily the Constitution of the Republic of Uzbekistan and the Law “On the Referendum of the Republic of Uzbekistan”. The right to participate in the referendum is one of the ways of direct participation of citizens of Uzbekistan in deciding matters of society and the state.
