W opracowaniu przedstawiono – w ujęciu historycznym – informacje o kształtowaniu i przemianach systemów doradztwa, a ponadto o tworzeniu systemów wiedzy i innowacji rolniczych. Wskazano na źródła powstawania instytucji doradczych w wybranych krajach, o typach dominujących form organizacyjnych i ich umiejscowienia w strukturze sektora rolnego. W ramach WPR kraje członkowskie UE zostały zobligowane do stworzenia jednolitego systemu FAS, poprzez który wyznaczano cele i zadania doradztwa, ale nie formy organizacyjne. Scharakteryzowano System Wiedzy i Innowacji Rolniczych w niektórych krajach, który miał stanowić sieć powiązań instytucjonalnych, począwszy od ośrodków naukowych i badawczych, poprzez upowszechnianie i wdrażanie, a na rolnikach kończąc. Przedstawiono nowe propozycje SCAR dotyczące usług doradczych i instytucji edukacyjnych. Zasygnalizowano znaczenie EPI dla wdrażania innowacji rolniczych.

The study presents - in historical terms - information about shaping and transformation of advisory systems, and also creating knowledge systems and agricultural innovations. The sources of advisory institutions in selected countries, types of dominant organizational forms and their location in the structure of the agricultural sector were pointed out. Under the CAP, EU member states were obliged to create a uniform FAS system through which objectives and tasks of counseling were set, but not organizational forms. The System of Knowledge and Agricultural Innovation in some countries was characterized, which was to constitute a network of institutional connections, starting from scientific and research centers, through dissemination and implementation, and ending with farmers. New SCAR proposals for advisory services and educational institutions were presented. The significance of the EIP for the implementation of agricultural innovations has been indicated.
