Analyzes current trends of development of legal regulation of the constitutional law in Russia and associated problems. It is shown that there is a continuous process of making amendments and addenda to the law on the status of judges, the Law on the status of judges of 1992 and other basic laws, and the laws that made these changes. The consequence of this is poor legislation in the sphere of regulation of the constitutional-legal status of an individual, endowed by the authority, the violation of the stability of the personnel of the judiciary, reducing the level of guarantees of the rights of judges, their independence and, as a consequence, reduction of the level of guarantees of the constitutional right of citizens to a fair trial by an independent court. This puts into question the very definition of legal regulation as a process of ordering social relations. Based on the analysis of the author justifies the need for the development and adoption of the Federal constitutional law „On status of judges of the Russian Federation“.
