Przedmiotem pracy jest ocena wstępnych efektów wdrożenia umowy o wolnym handlu UE-Ukraina (DCFTA) dla polskiej gospodarki. Poddano weryfikacji hipotezę o braku istot-nych zagrożeń dla interesów polskich producentów w wyniku przyznania Ukrainie preferencji handlowych. W celu ustalenia, czy liberalizacja rynku unijnego doprowadziła do istotnych zmian w strukturze lub dynamice ukraińskiego importu do Polski zbadano przywóz ukraiń-skich towarów do Polski w latach 2011-2016. Na podstawie danych o handlu dwukierunko-wym w latach 2015-2016 sformułowano wniosek, że import z Ukrainy w pierwszych latach obowiązywania umowy nie przyniósł ujemnych skutków dla polskiej gospodarki, a główne pozycje w imporcie miały charakter w dużym stopniu komplementarny w stosunku do pol-skiej produkcji. Ustalono, że kontyngenty bezcłowe otwarte dla importu z Ukrainy zostały wykorzystane tylko częściowo. Szczególną uwagę poświęcono importowi ukraińskiego zbo-ża, głównie pszenicy, ze względu ma istotne znaczenie tego produktu dla interesów polskiego rolnictwa. Bliskość geograficzna Ukrainy oraz ogromne możliwości rozwoju jej produkcji rolnej mogą jednak w dłuższym okresie stworzyć ryzyko dla polskich producentów niektó-rych towarów rolnych. Kluczowym warunkiem jest dostosowanie się ukraińskiej gospodarki do wymogów unijnych. Rozwój proeksportowego rolnictwa będzie wymagał jednak znacz-nych nakładów finansowych.

The study aims at assessing initial effects of the implementation of the Deep and Compre-hensive Free Trade Agreement (DCFTA) between the EU and Ukraine on the Polish econ-omy. We tested a hypothesis whether opening of the EU market for Ukrainian goods had cre-ated any risks for interests of the Polish producers and exporters. Upon trade data on Polish imports from Ukraine for the years 2011-2016 the major items were identified, and changes in the trade pattern and dynamics evaluated. Based on the trade statistics for 2015 and 2016, we concluded that Ukrainian exports did not have adverse effects on the Polish economy, and the main items in the imports were largely complementary to the Polish production. It was ob-served that during the first two years after entering into force of trade preferences for Ukraine, tariff quotas were used only partly. Particular attention was given to the importation of Ukrainian cereals, mainly wheat, because of importance of this product for the interests of Polish agriculture. In a long-term, geographical proximity of Ukraine and its huge agricultural production potential can create a risk for Polish producers of certain agricultural goods. The key condition for greater expansion abroad is the adaptation of the Ukrainian economy to the EU requirements. However, the development of a competitive, export-oriented agricultural sector will require considerable financial resources.
