The main purpose of this paper is to present the Kaliningrad Oblast as the actual and potential area of the cultural and civilization cooperation between West and East, especially between Western Europe and Russia, with particular emphasis on the activity of the European Union in this field. The background for this is to present the Baltic Europe as an idea and reality, according to the historical experiences and new challenges in the geo-political, geo- economical and geo-cultural aspects.
