In 1992 Knesset decided to improve a parliamentary system of government in Israel introducing direct election of a prime minister. New regulation was in force in the years 1992-2001. After that it returned to the previous system. This article is about causes, course and consequences of constitutional reform in Israel. It describes political and social situation which led to this change and presents different opinions and proposals on this matter. It discusses the implementation of the reform and functioning of the political system under direct election of a prime minister. Confronting the results of given reform whit those anticipated by its proponents the article shows the complexity of any constitutional change.
