SPECIFICS OF STRUCTURAL DYNAMICS OF INTERSECTORAL RESOURCE FLOWS IN THE SCIENTIFIC SYSTEM OF UKRAINE

Analysis of the research funding dynamics in terms of main funding sources and performers over the period of the Ukrainian independence is given. Periods in the evolution of the national scientific system are defined through analysis of dynamic series on the research funding against series on the R&D capacity of GDP: 1989-1996, more rapid decline in the research expenditures than in the R&D capacity of GDP; 1997-2003, stabilization of the R&D capacity of GDP against research expenditures growth; from 2004 and on, more rapid decline in the R&D capacity of GDP than decline in the research expenditures. Dynamic analysis of research funding by source is given by the categories such as internal, budget, off-budget, government, business enterprise, from abroad. Contradictions between various formats of Soviet, post-Soviet and international (Frascati manual) origin, used in Ukraine by now are discussed. Matrixes of resource (financial) flows between R&D funding sources and R&D performers are built (including normalized ones), allowing for conclusions about the role of each sector in the R&D funding and the R&D performance. Analysis of the matrices reveals several points indicative for the Ukrainian R&D system: a significant role of internal funds of R&D organizations; the downward trend in the share of business enterprise sector both as R&D funder and R&D performer; fleeing of foreign capitals from Ukraine, which could be invested in R&D; re-establishment of the Soviet pattern of the government contribution to R&D funding, which is an evidence of crisis in the regulatory system; privatization in R&D is in a suspended condition, as the role of private R&D entities has not expanded; prevalence of non-profit segment within the government sector; the increasing 'autonomy' of sectors, except for government funding of HEEs, featuring stable growth.
