Basic knowledge of statistical methods by local and central authorities, and members of the society, accompanied by an efficient system of official statistics together with a free access to statistical files are crucial elements of a contemporary democracy. The author describes the role of statistics in developing both the system of communication within the society, and the democracy as a whole. Among theoretical challenges of statistics, the author pays special attention to the need for combining various sources of information in statistical research, and to the significance of using sampling information in statistical surveys, including opinion polls.(original abstract)
