Wskaźnik cen towarów i usług konsumpcyjnych (CPI) jest syntetyczną miarą zmiany kosztów utrzymania przeciętnego gospodarstwa domowego. W Polsce indeks CPI nie uwzględnia zmian kosztów użytkowania mieszkań przez właścicieli (owner occupied housing - OOH), który jest bardzo ważnym elementem konsumpcji. W artykule przedstawiono podsumowanie toczącej się dyskusji na temat zakresu uwzględnienia cen usług mieszkaniowych w indeksie CPI. Zwrócono uwagę na problemy związane z klasyfikacją tej grupy wydatków gospodarstw domowych. Na podstawie przeglądu międzynarodowego przedstawiono różnorodność metod włączania OOH do krajowych CPI. Mimo prowadzonych od kilku lat w krajach Unii Europejskiej (UE) prac nad tym problemem, nie jest ciągle rozstrzygnięta sprawa włączenia komponentu OOH do zharmonizowanego indeksu cen towarów i usług konsumpcyjnych (HICP).

The Consumer Price Index (CPI) is a main synthetic measure of changes in living expenses of an average household. In order to fulfill this role, the structure of the index should correspond with the actual consumption pattern of households. The housing service consumed by the homeowners (owner occupied housing - OOH), a very important component of consumption, is currently omitted in the Polish CPI. The article presents a summary of the ongoing discussion on including the housing service costs in the CPI. Some theoretical arguments are followed by the description of the most frequently used ways to calculate the cost of OOH. The paper concludes with an international review of national price indices with the OOH costs inclusion. (original abstract)
