The Russian Federation is a party of the European Convention on Human Rights and therefore is bound by the decisions of the Tribunal in Strasburg under the article 6 part 1 of the Convention. Articles 46 and 52 of the Russian Constitution which deal with human rights impose the obligation of speedy proceedings. However, the past casts shadow on the idea. The memory of notorious 'troika', extrajudicial organs, which sentenced the 'enemies of people', is still alive. The report presents the provisions of the Russian Code of Criminal Procedure which serve the acceleration of the criminal proceedings. Particularly helpful are the provisions for justices of peace, the possibility of speedy conviction on the petition filed by the accused in cases dealing with offences punishable up to 10 years of imprisonment and the possibility to hear the case in the form of a video-conference.
