Clusters are perceived as „catalysts” of progress and competitiveness. Thus, the stimulation of their development has become a significant element of EU countries’ policy. In Poland for a couple of years clusters have become the object of special interest of public authorities of different levels as well. The selection of proper instruments that support cluster development poses a peculiarly significant problem. They have to match the realities of the economy and region. However, the policy of clusters' development encounters many obstacles. The indicated issues are the subject- matter of this case study which is based on a series of profound studies on that matter and empirical author’s own research.
