At the beginning of 21st century, UE issued a document in which, in accordance with Lisbon Strategy, basic aspects of UE transport policy were introduced. In recent years permanently increasing pace of changes in politics, economy and society has been visible in extending global production, lack of energy supply stability and growing global warming which results in reinterpretation of transport and logistics issues. 30 new priorities in balanced transport and logistics development are the result of a periodical assessment of Transport White Book. The efficiency and effectiveness of UE proposals imposes not only common actions but also unanimous perception of the priorities and solutions. Not only extensive knowledge about these issues is necessary, but also the ability to creative interpretation of UE directives contained in documents
