Artykuł omawia regulacje prawne dotyczące bezpieczeństwa wewnętrznego państwa (Strategia Bezpieczeństwa Narodowego Rzeczpospolitej Polskiej) oraz przykłady i prognozy ich zastosowania. Główny nacisk został położony na programy ochrony infrastruktury stanowiącej potencjał bezpieczeństwa państwa w aspekcie wspólnej polityki bezpieczeństwa i obrony Unii Europejskiej (Europejski Program Ochrony Infrastruktury Krytycznej) oraz przedstawienie trudności interpretacyjnych odnośnie do tego terminu i jego odmian (infrastruktura krytyczna, obiekty szczególnie ważne dla bezpieczeństwa państwa, w tym obiekty I i II kategorii etc.).

The article discusses legal regulations concerning internal security of the state (National Security Strategy of the Republic of Poland) and the examples and forecasts of their application. The main emphasis has been put on infrastructure protection programmes, representing the potential of national security in terms of common security and defence policy of the European Union (European Programme for Critical Infrastructure Protection) and the present difficulties in interpreting this term and its variations (critical infrastructure, facilities particularly important for state security, including sites of category I and II etc.).
