Relations between territorial self-government and museums in this article are perceived from the perspective of duty and responsibility. Museums are treated here as catalysts of social ties, building identity and „third places” (according to Ray Oldenburg concept). The necessity of undertaking social consultations and participatory model of engagement in culture is emphasized here. Recapitulation of relations between museums and local governments is perceived as particularly important in the face of ever-growing interest in cultural heritage.
