The analysis of the current state of law indicates that the committees of the Sejm and the Senate competent in European affairs could be equipped by the legislator with instruments to allow them to participate in political discourse with the EU institutions and the committees of other national parliaments. The implementation of this objective requires amending the statute and the rules of procedure of both Houses of Parliament. However, the legislature‘s failure to act cannot stand in the way of the Parliament‘s exercise of powers relating to the integration process. It is necessary to redefine the interpretative assumptions regarding the relevance of the Constitution in determining the position of the Parliament in the legal order determined not only by national legal provisions but also by the EU law.
