W artykule przedstawiono ocenę konsekwencji rozbudowy bałtyckiego systemu transportu surowców energetycznych na poziom bezpieczeństwa energetycznego i ekologicznego Polski. Zasadniczymi determinantami poziomu polskiego bezpieczeństwa energetycznego są: budowany gazociąg Nord Streem, dynamicznie rozwijający się system przewozów drogą morską ropy naftowej oraz planowana budowa Terminala LNG. Czynniki te kreują określony poziom zagrożenia w postaci możliwości skutecznego sterowania skalą dostaw do Polski surowców energetycznych oraz ekologicznych konsekwencji katastrofalnego rozlewu ropy naftowej i jej przetworów. Autor uważa jednak, że zwiększające się znaczenie bałtyckich szlaków transportowych surowców energetycznych, obok kreowania zagrożeń bezpieczeństwa państwa, stwarza także istotną szansę rozwojową. Jej wykorzystanie wymaga prowadzenia racjonalnej polityki gospodarczej w wymiarze krajowym i regionalnym. Za najważniejsze przedsięwzięcia uznać należy rozbudowę krajowego systemu transportu surowców energetycznych oraz wewnętrznej sieci transportowej. Ich zakres ukierunkowany być powinien na maksymalne wykorzystanie niezbędnych inwestycji do stymulacji procesów rozwojowych wybranych obszarów kraju oraz zwiększenia znaczenia polskich portów w europejskim systemie transportowym.
The paper presents the evaluation of the consequences of the extension of Baltic energy resources transportation system concerning the energy and ecology security level of Poland. The major determinants of the level of Polish energy security are: the gas pipeline Nord Streem under construction, the dynamic development of the marine system of oil transportation and the planned construction of the LNG Terminal. These factors determine the known levels of threat for the possibilities of the effective control of the scale of the energy recourses deliveries to Poland and the ecological consequences of the oil and its products. The author believes that the growing importance of the Baltic energy resources transportation tracks and the formation of the national security threats may be an important development opportunity. The proper use of this opportunity is dependent on rational state and regional economic policy. The most important undertaking is the development of the national resource transportation system and the transportation network. The emphasis should be put on the maximized use of the necessary investments in order to stimulate the development processes in the selected areas of the country and the enhancement of significance of Polish harbors in the European transportation system.
