Izrael, w opinii większości polityków i społeczności państw ościennych, jest tworem obcym na obszarze Bliskiego Wschodu. Funkcjonując w stanie ciągłego zagrożenia swojego bytu, państwo to prowadził politykę odstraszania. Jednym z jej fundamentów przez lata była zdolność do zdolność produkcji broni jądrowej oraz utrzymanie statusu monopolisty nuklearnego w regionie. Rozwój programu jądrowego przez Iran, czyli państwo kreujące wiele antyizraelskich działań, traktowane jest więc jako najpoważniejsze zagrożenie bezpieczeństwa. Strategiczny celem władz izraelskich w tej sytuacji staje się niedopuszczenie do uzyskania przez Teheran zdolności do cywilnego i militarnego wykorzystania technologii jądrowej. Oceniając determinację polityków izraelskich za realny scenariusz uznać należy możliwości przeprowadzenia przez to państwo prewencyjnego ataku zbrojnego na irańskie instalacje jądrowe.

In the opinion of many politicians and communities of neighbouring countries Israel is an alien creation on the territory of the Middle East. Functioning in the condition of a continuous threat to its existence the state conducts a scaring-off policy. For many years one of its foundations was the ability to produce nuclear weapon and maintaining the status of a nuclear monopolist in the region. Therefore, the development of the nuclear programme by Iran – a state that conducts many anti-Israeli actions, is treated as the most serious security threat. In this situation, a strategic target of Israeli authorities is not to allow Teheran to use the nuclear technology for civilian or military purposes. Taking into account the determination of Israeli politicians, there is a real chance of carrying out by the state a preventive armed attack on the Iranian nuclear installations.
