Artykuł przedstawia politologiczne ujęcie celów państwa w stosunkach międzynarodowych. Pośród tych celów, uwaga skoncentrowana zostaje na bezpieczeństwie. Jest ono bowiem nadrzędnym celem działalności ludzkiej. Cele rozpatrywane są w kontekście działalności, jako centralnej kategorii nauk humanistycznych i społecznych. Tym samym, działalność jest również wiodącym przedmiotem zainteresowania nauki o stosunkach międzynarodowych. Dotyczy to m.in. zależności w ramach prawa oddziaływań międzynarodowych. Ponieważ formułowanie  celów odgrywa zasadniczą rolę w funkcjonowaniu organizacji, to jest również ważnym etapem w planowaniu strategicznym państwa. W artykule prezentowane są poglądy różnych badaczy i stanowiska różnych nurtów teoretycznych. Autor rozpatruje podjętą problematykę w ujęciu: potrzeba – interes – cel – działanie. Przedstawia różne klasyfikacje celów i zależności między nimi. Dowodzi znaczenia celów w działalności praktycznej i poznawczej.

The article presents an approach of the political science to national objectives in international relations. Among these goals, the attention is focused on security, because it is the overriding goal of human activity. The objectives are considered in the context of activity, as a central category of humanities and social sciences. Thus, the activity is also a leading interest of the science of international relations. Because the formulation of objectives plays an essential role in the functioning of the organization, it is also an important step in the strategic planning of the state. The article presents views of various scholars and positions of various theoretical trends. The author examines issues taken in terms of the need – interest – goal – operation. It presents various classifications of objectives and relationships between them. It also demonstrates the importance of goals in a practical and cognitive activity.
