Polska niemal zawsze zorientowana była bardziej na ląd, niż na morze. Przez wiele lat – w odróżnieniu od innych państw morskich – nie potrafiliśmy dostrzec szans i potencjału, jakie stwarzało nadmorskie położenie naszego państwa. W treści obecnie obowiązujących dokumentów strategicznych w Polsce również nie ma należytych odniesień do bezpieczeństwa morskiego. W artykule zaprezentowano miejsce, funkcje i charakter wyjątkowego dokumentu poświęconego bezpieczeństwu morskiemu: Strategiczna Koncepcja Bezpieczeństwa Morskiego RP. Autor przedstawia również zastosowane podczas prac rozwiązania organizacyjno-metodologiczne, a także katalog postulatów i rekomendacji, które mogą poprawić skuteczność procesu opracowywania i wdrażania analogicznych koncepcji w dziedzinie bezpieczeństwa narodowego w przyszłości.

Poland has been almost always more land-oriented than towards the sea. For many years, unlike other maritime states, we have not been able to see the opportunities and potential of our country’s coastal location. The content of the current strategic documents in Poland does not have proper references to maritime safety either. The article presents the place, functions and character of the exceptional document devoted to the maritime security: Poland’s Strategic Concept for Maritime Security. The author also presents organizational and methodological solutions implemented during the work, as well as a catalog of postulates and recommendations that can improve the efficiency of the process of developing and implementing similar concepts in the field of national security in the future.
