Artykuł dotyczy sytuacji kadr badawczych w Polsce w latach dziewięćdziesiątych oraz niektórych, zasadniczych czynników wpływających na ich kształt i funkcjonowanie. W pierwszej części artykułu pokazano pewne analogie i różnice odnoszące się do stanu kadr naukowych w państwach OECD i w Polsce. Wskazano, że podstawowym czynnikiem wpływającym na aktywność naukowców jest szeroko pojęte zaplecze materialne, a zwłaszcza wynagrodzenie za pracę. Jest to także główny czynnik wpływający na selekcję negatywną do zawodu, na odpływ pracowników naukowych do innych profesji lub na emigrację, a także na podejmowanie przez nich dodatkowych zajęć i wieloetatowość. Ta oczywista w gruncie rzeczy konstatacja została zilustrowana danymi świadczącymi o rozmiarach tych zjawisk, mających podstawowe znaczenie dla działalności kadr badawczych. W drugiej części artykułu wskazano na wagę niektórych instytucjonalnych form wsparcia materialnego i stymulowania kariery naukowej, takich jak stypendia i granty, podkreślając jednocześnie ich niewystarczalność oraz brak skutecznej polityki naukowej w tej dziedzinie.

The situation of research personnel in Poland in the nineties and some of the main factors that effect their functioning and the structure within which they work are presented in this article. In the first part of the article certain analogies and differences between scientific personnel in OECD countries and Poland are presented. The primary factor indicated as effecting the activity of the scientific researchers is the material support, particularly the financial compensation for their work conducted. This is also the primary factor effecting: the negative selection to the profession, the exodus of scientists to other professions and to other countries, as well as their employment in multiple places of work and/or their additional freelance work. This rather obvious statement has been illustrated by data that reflect the scale of these phenomena that are of fundamental significance for the activities of research personnel. In the second part of the article pointed out are the significance of some of the institutionalized means of material support for, and stimulation of scientific careers, such as stipends and grants, with emphasis on their insufficiency and lack of an effective scientific policy in this area.
