A abundância dos chamados “recursos hídricos” no Brasil vem escorando um regime de acumulação especializado no processamento e exportação de commodities agrícolas e minerais que foi se consolidando ao longo dos anos 1990 e 2000. A denominação “neodesenvolvimentista”, acoplada a esse modelo neoextrativista, foi uma ambígua estampa que buscava legitimar a indução governamental dos mercados e vice-versa, desde que o resultado final fosse o favorecimento da concentração e internacionalização de capitais. A fim de demonstrar como se deu esse emparelhamento entre Estado e capital no Brasil, analisamos os marcos regulatórios  dos setores de infraestrutura e de exploração de recursos naturais para verificar continuidades ou inflexões entre 2003 e 2018, além de projetos de infraestrutura implementados nesse período na região Amazônica. O objetivo central desse ensaio é explicitar a vigência de uma relação de ordem direta entre o posicionamento relativamente vantajoso, no plano global, dos oligopólios postados no país e o avanço regular da mercantilização de bens sociais e do aprofundamento da privatização selvagem dos setores essenciais de infraestrutura, naquilo que pode ser denominado como uma competitividade perversa, social e ambientalmente regressiva.

The abundance of so-called "water resources" in Brazil has been reinforcing a regime of accumulation specialized in the processing and export of agricultural and mineral commodities that was consolidated during the 1990s and 2000s. The denomination "neo-developmentalism," attached to this neo-extractivist model, was ambiguous and sought to legitimize the market induction by the State and vice-versa, given that the final result was the favoring of concentration and internationalization of capital. In order to demonstrate how this pairing between State and capital in Brazil took place, we analyzed the regulatory frameworks of the infrastructure and natural resources exploration sectors to verify continuities or inflections between 2003 and 2018, as well as infrastructure projects implemented in that period in the Amazon region. The central objective of this paper is to explicate the direct relationship between the relatively advantageous global positioning of oligopolies in the country and the regular advancement of the commodification of social goods and the deepening of the savage privatization of the essential infrastructure sectors, in what can be termed as a perverse, social and environmentally regressive competitiveness.
