Artykuł opisuje także koncepcję Nowego Zarządzania Publicznego i przedstawia krytyczne komentarze na temat tego podejścia.

The aim of this paper is to demonstrate the specifics of public administration as well as the implications of differences between public and business organizations in HRM. It also presents the concept of 'New Public Management,' providing some critical commentary on this idea. The main conclusion of the paper is that public administration must function in a way that is different from that of business organizations, including in the field of HRM.
