Od czasu transformacji ustrojowej w Polsce wzrosła rola mieszkańców w procesie rozwoju lokalnego. Zmiany te nastąpiły w wyniku upowszechniania się menadżerskiego podejścia do zarządzania rozwojem lokalnym, a także wraz ze wzrostem świadomości swoich praw przez samych mieszkańców. Nie są oni już jedynie biernymi konsumentami oferty miejskiej, lecz także jej współtwórcami. Celem artykułu jest identyfikacja uwarunkowań oraz ocena zachodzących zmian roli mieszkańca w kształtowaniu miast w Polsce. Poza wielowątkowym materiałem studialnym przedstawiona w nim zostanie analiza budżetu partycypacyjnego miasta Katowice.

We observe in Poland an increased role of residents in local development. These changes are i.a. the result of dissemination of New Public Management concept. They are also connected to the rising awareness of the rights by the inhabitants themselves. Citizens have already become not only passive consumers of an offer of their cities but also its co-creators. The aim of this article is to identify the conditions and changes of the role of inhabitants in terms of their contribution to the process of local development in Poland. In addition to an interdisciplinary review the article presents an analysis of participatory budgeting in Katowice.
