Tento článek zkoumá dynamiku a vývoj právních předpisů v této oblasti s ohledem na aktuální výzvy. Zvláštní pozornost je věnována schopnosti územního plánování integrovat sektorální politiky, přizpůsobit se měnícím se sociálním a politickým podmínkám a zapojit občany do procesu rozhodování. Článek zahrnuje rovněž studie prováděné v rámci Evropské unie, které se zaměřují na územní plánování, s důrazem na situaci v České republice. Výsledky těchto studií jsou začleněny do kontextu vývoje právních předpisů v zemi, což poskytuje hlubší vhled do současného stavu a budoucích perspektiv územního plánování u nás. Úzké vymezení územního plánování především na uspořádání fyzického prostředí omezuje jeho kapacitu reagovat na aktuální globální výzvy a na politiky EU, které je reflektují. Toto omezení by bylo možno zmírnit jeho účinnějším propojením a koordinací s regionální politikou. Nový stavební zákon ale k tomuto cíli obsaženému ve Strategickém rámci ČR 2030 nesměřuje. Závěry článku nabízejí ucelený pohled na současný stav a perspektivy územního plánování v České republice v kontextu evropských standardů a trendů. Diskutuje se o možných směrech dalšího vývoje právních předpisů a o tom, jak mohou tyto změny ovlivnit praxi územního plánování a prostředí v České republice jako celku. Celkově článek přináší důležitý příspěvek k diskusi o územním plánování v rámci moderního a dynamického společenského prostředí.

This article examines the dynamics and development of legislation in this area from the perspective of current challenges. Particular attention is paid to the capacity of spatial planning to integrate sectoral policies, to adapt to changing social and political conditions, and to involve citizens in the decision-making process. The article also includes studies conducted within the European Union focusing on spatial planning, with an emphasis on the situation in the Czech Republic. The results of these studies are placed in the context of the development of Czech legislation, providing deeper insight into the current state and prospects of spatial planning in the Czech Republic. Too narrow focus of spatial planning primarily on the physical environment arrangement limits its capacity to address current global challenges and the EU policies that reflect them. This limitation could be mitigated by its more effective linking and coordinating with regional policy. However, the new Building Act does not seem to achieve this objective included in the 2030 Strategic Framework. The conclusions of the article offer a comprehensive view of both the current state and the perspectives of spatial planning in the Czech Republic in the context of European standards and trends. It discusses possible directions for further development of legislation and how these changes may affect the spatial planning practice and the environment in the Czech Republic as a whole. Overall, the article makes an important contribution to the discussion on spatial planning in the context of a modern and dynamic social environment.
