Despite taking various measures to improve the quality and efficiency of Polish schools, they remain inefficient. In this context, non-formal and after-school education is becoming more and more popular. In April 2010, The Ministry of Education requested a diagnosis of the implementation of the reform program in nurseries, first grades of primary schools, and first grades of junior high schools. Head teachers of selected schools have completed questionnaires that have been verified by the inspectors, and the applications accompanied by recommendations have been developed. Based on data that were obtained from the questionnaires, the Ministry has drawn up a report, which shows that the programme base has been implemented in accordance with the prescribed conditions and manner of its implementation. The article looked into the report, criticizing the excessive optimism of ministerial clerks.
