The author of the article indicates on the necessity to involve all elements of the national safety system in prevention from dangers resulting from dynamic geopolitical systems changes. Incidents like Crimea’s occupation by Russian army, war in Donbas and huge exodus of refugees from Middle East countries caused by war in Syria and offensive of Islamic State determine international relations in negative way. A. Czop reminds that 5200 security agencies operate in Poland, which employ 114 thousands of qualified security guards and 18 thousands qualified technical workers. About 300 thousands people are employed in private security sector in total. This should be treated as an essential element of national safety system. The author presents proposals of legislative, functional, organisational and economic changes, which may improve the effective utilization of security agencies in national safety system. The proposals results from the author’s study on the safety system and are amongst interest of National Security Agency.
