Dług publiczny jako zjawisko w zarzadzaniu finansami publicznymi, stanowi poważne wyzwanie dla wielu państw Europy i świata, jak również Polski, ponieważ zbyt wysoki jego poziom zagraża stabilności sfery poublicznej jak i całej gospodarki. Konstytucja Rzeczypospolitej Polskiej wskazuje, że dług publiczny nie powinnien przekroczyć 3/5 PKB, również traktat ustanawiający Współnotę Europejską ( Traktat z Maastricht z 7 lutego 1992 r.) wskazuje na konieczność zachowania relacji między długiem a PKB na poziomie nie wyższym niż 60%. Ustawa o finansach publicznych dziale II wskazuje co rząd powinnien zrobić jeżeli zostanie przekroczony jeden z trzech limitów relacji długu do PKB. W analizowanym okresie ustawowe limity nie zostały przekroczone, lecz sam dług publiczny systematycznie wzrasta.

Public debt as a phenomenon in the management of public finances is a serious challenge for many Countries in Europe and aroud the world with Poland being one of them because of its excessively high debt posing a thread to the stability of public sector and the entire economy. The Constitution of the Republic of Poland indicates that public debt should not exceed 3/5 of GDP. In similar fashion the Treaty establishing the European Community (Treaty of Maastrich of February 7, 1992) states the necessity of maintaining a balance between the debt and GDP at the level not exceeding 60%. Public Finance Art, Section II, indicates what the government should do if one of the three debt-toGDP ratios is exceeded. In the analyzed period, the statutory limits were not exceeded, but the public debt alone increases systematically.
