Prace nad budżetem wieloletnim na lata 2014-2020 oraz wspólną polityką rolną, która będzie prowadzona w tym okresie są poważnie opóźnione. Przewiduje się, że budżet będzie przyjęty przez Parlament Europejski dopiero w połowie 2013 roku, a przepisy regulujące WPR jeszcze później. W rezultacie realizowane przez poszczególne państwa programy rozwoju obszarów wiejskich będą w pełni uruchomione najwcześniej pod koniec 2014 roku. Podstawową przyczyną opóźnienia jest spór o wysokość budżetu. Już obecnie wiadomo, że będzie on (w cenach stałych) niższy od budżetu lat 2007-2013. Państwa członkowskie będą zatem musiały niezwykle starannie przygotować programy inwestycji, aby osiągnąć co najmniej takie same efekty, jak w latach 2007-2013.

The preparations of the Multiannual Financial Framework (MFF) for the years 2014-2020 and of the Common Agricultural Policy (CAP) regulations for the same period are in a serious delay. The MFF will be probably approved by the European Parliament only in the middle of the year 2013 and CAP regulations even later. Therefore the rural development programmes, realised by member states and supported by MFF budget, will enter into force not earlier than at the end of 2014. The main reason of the delay is the controversy about the budget level. It is now obvious that the budget will be (in constant prices) lower than in the years 2007-2013. The member states will be therefore obliged to prepare very carefully the investment programmes if they want to reach the same effects as in the years 2007-2013.
