Celem artykułu jest ocena wpływu interwencji z funduszy unijnych na podniesienie jakości zasobów pracy przedsiębiorstw w kontekście wzrostu ich pozycji konkurencyjnej na rynku. Przedmiotem analizy jest przede wszystkim perspektywa finansowa 2007-2013, a w niej programy operacyjne, w ramach których wsparcie na ten cel jest udzielane przedsiębiorcom. Projekty realizowane z tych środków mogą przynosić natychmiastowe efekty dla funkcjonowania przedsiębiorstwa, mogą też przynosić korzyści w średnim lub długim okresie. Mając to na uwadze, szczegółowej analizie poddano szkolenia – jako działania przynoszące przedsiębiorstwom efekty w stosunkowo krótkim okresie. Analiza pokazała, że wbrew potocznym ocenom szkolenia wywierają istotny wpływ na podniesienie jakości zasobów pracy, a zatem i umocnienie konkurencyjnej pozycji przedsiębiorstw na rynku. Jest to szczególnie widoczne w tych podmiotach, które są objęte regułami pomocy publicznej. Może natomiast niepokoić fakt, że wbrew założeniom, beneficjentami wsparcia w tym zakresie są także przedsiębiorstwa duże, w niewielkim zaś stopniu – mikro i małe.

An aim of the article is to assess impact of the intervention from the EU funds on raising quality of manpower of enterprises in the context of growth of their competitive position in the market. A subject of the analysis is primarily the financial perspective for 2007-2013 and, in it, the operational programmes, within which there is provided support to enterprises for this purpose. The projects implemented on those funds may yield immediate effects for enterprise’s functioning; they may also bring benefits in a medium or long term. Having this in mind, the authors analysed in details training courses as measures yielding enterprises effects in a relatively short time-period. The analysis showed that contrary to common opinions, training have an important impact on raising quality of manpower, hence, also on strengthening the competitive position of enterprises in the market. This is particularly apparent at those entities which are comprised by the rules of public aid. However, worrying may be the fact despite the assumptions beneficiaries of the support in this respect are also large enterprises, and to a lower degree – micro and small.
