Ryzyko stopy procentowej stanowi jedno z najważniejszych zagadnień we współczesnej bankowości. Regulacje Komitetu Bazylejskiego ograniczały się początkowo tylko do obszaru księgi handlowej. W Nowej Umowie Kapitałowej podkreślono znaczenie ryzyka stopy procentowej w księdze bankowej w ramach filaru drugiego. W artykule przedstawiono zagadnienie pomiaru ryzyka stopy procentowej ze szczególnym uwzględnieniem roli organów banku w procesie jego kontroli. Odniesiono się do problematyki ujmowania aktywów, pasywów oraz elementów pozabilansowych w metodzie luki umożliwiającej ocenę ryzyka stopy procentowej. Zaprezentowano również przykład ilustrujący wykorzystanie tradycyjnej analizy luki w procesie oceny wpływu zmian stóp procentowych na wartość wyniku finansowego oraz rynkową wartości kapitału własnego.

Interest rate risk is one of the most important issues in modern banking. The regulations of the Basel Committee were initially limited only to the area of the trading book. The New Basel Capital Accord emphasizes the importance of interest rate risk in banking book under the pillar II in Basel II. The article presents the problem of measuring interest rate risk with particular emphasis put on the role of organizational units in the risk management process. Reference is made to the issue of recognition of assets, liabilities and off-balance sheet items in the GAP analysis, which enable the assessment of interest rate risk. The article also includes an example illustrating the use of traditional gap analysis in the assessment of the impact of interest rate changes on earnings and the market value of equity.
